This is a dry powder inhaler that was made available in 1948 in USA by Abbott.

Small re-usable ‘sifter’ cartridges were prepared and loaded into the inhaler for the medicine to be taken.  Penicillin cartridges were available - the text shows the PDR entry.  Additionally, cartridges of the bronchodilator norisodrine sulfate were also available.
