This advert from 1899 shows an inhaler carefully disguised as a cigar or cigarette.  Originally made in France and prize winner at the Paris Exposition.  

By unscrewing the cap drops of Gomenol (“antiseptic and wonderful microbe destroyer”, researched by the Pasteur Institute) could be added to provide antiseptic dry air inhalation for sore throats and similar conditions.
